National Library & Archives Mission Statement

The National Library of Vanuatu is dedicated to collecting and preserving literature related to Vanuatu in its Vanuatu Collection, including works in Bislama, French, English, and vernacular languages. This literature covers various aspects of Vanuatu’s customs, culture, social, economic, political, and religious life, as well as the land, natural environment, people, communities, institutions, and history. In addition, the Library houses Pacific and General Collections. It seeks to encourage and develop public interest in these collections, fostering a sense of national pride and respect for the preserved materials. The Library is committed to providing, maintaining, and enhancing public access to its collections for reference, research, and the general enjoyment of the nation’s literary heritage. Additionally, it functions as a specialized information service and educational tool, assisting students of all ages in accessing and utilizing reference materials for their academic and general knowledge development.

The National Archives of Vanuatu serves the people of Vanuatu in accordance with the National Archives Act (Cap. 216). Its mission is to collect, safeguard, and preserve the historic, cultural, and public records of the nation for future generations. These records are organized and maintained following professional archival policies and procedures to ensure their long-term preservation. The Archives also strive to provide, maintain, and enhance access to these records for the government and the general public for reference, research, and general information, while respecting cultural practices related to information access. Furthermore, the institution collaborates with national archives, libraries, museums, and other relevant organizations to promote the nation’s heritage. It also offers reference services to government bodies, organizations, and individuals as needed, while continuously working to raise awareness about the importance of efficient record-keeping and records management for good governance and accountability.

 

The Vanuatu National Library and Archives is responsible for the preservation, management, and accessibility of the nation’s historical records and documents. Its key functions include archival preservation, ensuring the nation’s heritage is safeguarded; digitization and records management, modernizing and protecting valuable records; public access and research support, providing researchers, students, and the general public with access to critical information; government records management, ensuring efficient documentation practices; cultural and historical documentation, preserving Vanuatu’s rich traditions; and collaboration with institutions, working alongside national and international organizations to enhance archival and library services. The institution also collects archives older than 15 years.

The Library Division is committed to providing, maintaining, and developing adequate reading, shelving, and storage facilities to ensure that researchers, students, and the general public gain maximum benefit from its collections. It seeks to continually expand its repository of quality information about Vanuatu and the Pacific region. Additionally, the library aims to maintain and develop its database and cataloguing system, with the long-term goal of making it accessible through a network connecting government departments and provincial headquarters. Furthermore, it promotes general awareness and observance of the Deposit of Books Act (Cap. 88) to ensure the continued preservation of Vanuatu’s literary and historical resources.

The Office of the Chief Archivist and the Chief Librarian oversees the management, preservation, and accessibility of the nation's archival records. Their key responsibilities include leadership and administration, guiding the institution’s strategic direction; records management and preservation, ensuring best practices in safeguarding documents; public access and research support, facilitating information retrieval for various stakeholders; government and legal compliance, ensuring adherence to archival laws and policies; and collaboration and outreach, fostering relationships with local and international institutions to enhance archival and library services.

 

Currently, Vanuatu National Archives & Library has about 8 staff.

 

Legislation

The operations of the Vanuatu National Archives are primarily governed by the Archives Act [Cap 216], which ensures the proper custody and preservation of public archives in Vanuatu. This legislation establishes the National Archives, defines the role of the Archivist, and sets out procedures for the management of public records. Additionally, the National Policy on Records and Information Management mandates that records be disposed of in accordance with the National Archives Act 13 of 1992, reinforcing the importance of proper records management and disposal procedures. These legislative frameworks collectively ensure the effective preservation of Vanuatu's documentary heritage and the compliance of public records management with established laws and policies. Furthermore, the Deposit of Books Act (Cap. 88) supports the collection and preservation of published materials, ensuring that literature related to Vanuatu is systematically archived.
